Where is City Hall?

What hours is the City Hall open?

The general hours of operation for the administrative offices of the City Hall are 8:30 a.m. to 5:00 p.m. Monday thru Friday.

When are the Board of Aldermen meetings and where do they meet?

The Board of Aldermen regular meetings occur on the 2nd Tuesday of every month at 6:30 p.m. in the Aldermanic Chambers of the City Center.  Work Sessions are held as needed, are open to the public, and are noticed in the same manner as the regular meetings.

Is there a post office located in Shrewsbury?

Yes.  Shrewsbury’s post office is located at the Mackenzie Pointe location at 7217 Watson Road.  They can be reached at 800-ASK-USPS or (314) 351-5281.

What is the closest location for the Department of Motor Vehicles?

The Deer Creek branch of the DOR is located at 3238 Laclede Station Road, St. Louis, MO  63143 and can be reached at (314) 645-1044.

What are the school districts in Shrewsbury?

Shrewsbury is primarily served by both the Webster Groves and Affton School Districts, with a small portion of the city in the St. Louis City School District.  There is also a private elementary school located in Shrewsbury, which is Holy Cross Academy.

Occupancy Permits

Do I need an occupancy permit to move into the City?

Yes.

Do I need an occupancy permit if I am a renter?

Yes.  Any new tenant, whether you are renting or owning, is required to have an occupancy permit.

How do I obtain an occupancy permit?

The current owner or landowner is responsible for arranging a housing inspection.  After the unit has passed a housing inspection, the new tenant or owner completes the application for occupancy at the Administration Department located within the City Center at 5200 Shrewsbury Avenue, and pays a $40.00 fee.

Housing Inspections

Do I need an Inspection?

An inspection is needed if ownership or tenancy is changing.  It is unlawful in Shrewsbury to either sell a home without an inspection or sell a home with violations.  If you would like to sell or purchase a home “as is”, it is required that the buyer sign an affidavit taking responsibility for correcting any violations.  These violations are intended to assist in protecting the health and safety of the general public.  The City is not liable for any deficiencies or defects on the premises.

How much is the cost?

The inspection fee for an apartment, house, or condo is $75.00, which includes one re-inspection.  Any additional inspections after this are $20.00 each.  These fees are due to the Building and Housing Department before the inspections can be scheduled.  To schedule an appointment please stop by the Administration Office in City Hall at 5200 Shrewsbury Avenue, and request an  inspection.

Should I obtain a private inspector’s opinion also?

It is recommended that the buyers have an inspection from a private inspector.  With the City’s inspection it gives a separate detailed report of the home’s physical and operational condition.  This will help the buyer render an educated opinion.

What should I expect during the inspection?

The typical inspection will take thirty minutes to one hour, depending on the size and condition of the property.  Please confine your pet during the inspection.  You are welcome to follow the inspector, if you wish.  If there are any questions, our inspector will be happy, to answer them, if time permits.  A written report will be available within two business days at City Hall, and will be mailed to the owner or owner’s agent, unless discussed and arranged otherwise.  

How long will the inspection be valid?

Your inspection will be valid for up to six months.  If the property is sold, rented, or leased after that, the property will need a new inspection.

What should I do if code violations are found on the property?

The code violations will be listed on the information that is sent to the owner or owner’s agent and the owner is responsible to abate those violations within the allotted time.  The allotted time is a total of thirty days from the date of inspection.  Once those violations have been repaired, it is required that the owner schedule a re-inspection.

Building Permits

When are building permits required?

An application for a Building Permit must be submitted to the Building Commissioner, along with three copies of a site plan and three copies of the building plan, before any work commences on the following activities:

Construction of or alteration to a structure

Construction of an addition

Demolition or the moving of a structure

Cutting away of any wall

Cutting or removing any structural beam or load-bearing support

Removing, altering or otherwise affecting any required means of egress

Is a permit needed for a garage sale?

There is no permit required for a garage/estate/moving/yard sale.

Is a permit needed for a block party?

There is no permit required for a block party.  However a temporary “No parking” signs may be put up by the Public Works Department, if requested by the resident.   To request this service, please contact the Administration Office at (314) 647-5795.

What building codes are enforced in Shrewsbury?

The City of Shrewsbury has adopted the 2006 ICC “Building Code”, as published by the International Code Council.

Plumbing Permits

When are plumbing permits required?

An application for a Plumbing Permit must be submitted to the Plumbing Inspector for any new plumbing installation alterations, renovations, or repairs on any plumbing or drain-layer work.

Additionally, any individual desiring to work as a plumber or drain-layer shall be licensed as a Master Plumber.  The Master Plumber must be licensed in St. Louis County and the City of Shrewsbury.  To obtain a City of Shrewsbury Plumber’s license the applicant must show proof of their St. Louis County License and pay a license fee of $25.00.

What plumbing codes are enforced in Shrewsbury?

The City of Shrewsbury has adopted the 2003 Edition of the “Uniform Plumbing Code”, as published by the International Association of Plumbing and Mechanical Officials.

Electrical Permits

When are electrical permits required?

Electrical permits are issued and inspected by St. Louis County.  They can be reached at (314) 615-3721.

Mechanical Permits

When are mechanical permits required?

An application for a Mechanical Permit must be submitted to the Mechanical inspector, along with the application, a site plan indicating the location of the equipment and the duct layout before any work commences on the installation of any new equipment or alterations, renovations, or repairs to any existing equipment.

What mechanical codes are enforced in Shrewsbury?

The City of Shrewsbury has adopted the 2006 ICC “Mechanical Code”, as published by the International Code Council.

Temporary Storage Unit Permits

Do POD’s or temporary storage units require a permit?

Yes. Any person wishing to place a temporary storage unit upon their private property or adjacent public street must first apply for a temporary permit to do so. The cost for the application is $15.00 non-refundable. If the application is approved, a permit shall be issued and valid for thirty (30) days if placed on a driveway and fifteen (15) days if placed on an adjacent street.

Trees/Grass

Do I need a permit to trim trees on my property?

No.

Am I allowed to trim my neighbor’s tree limbs that overhang my property?

Yes.  A person can trim what is in their yard, but only up to the property line.

Who is responsible for trees and grass between the sidewalk and the street?

According to Code, trees and grass, even in the area between the sidewalk and the street, are the responsibility of the propery owner and must be maintained at all times by the property owner.

 

How tall can I let my grass grow before cutting it?

Technically, the rule is 10 inches.  However, if the grass looks too long or overgrown with weeds, a letter may be sent to the homeowner to cut the grass/weeds.

Animals

Are chickens allowed in Shrewsbury?

Does the City of Shrewsbury have restrictions on particular breeds of dogs, such as Pitt Bulls and Rottweiler’s? 

Yes, the dog breeds of Pitt Bulls, Rottweiler’s, and mixes of either breed are banned in the City of Shrewsbury.

Who do I call for barking dog concerns?

Call the non-emergency police line during business hours and 911 after hours.

Trash Services

How do I set up trash services?

Contact Christian Disposal @ 636-566-8367 or come by City Hall to fill out an application.

When will my trash/yard waste/recycling be picked up?

Regular refuse pickup day is Tuesday of each week.  Regular trash must be placed at the curb no later than 7:00 a.m. in the 65 gallon container provided by Christian Environmental Services.  If you should require another toter in addition to the one provided for you, they are available from Christian Environmental for $2.75 per month.

Lawn Waste pickup day is Wednesday of each week.  Please put all lawn waste in either biodegradable bags or empty trash containers (plastic bags not allowed).  All lawn waste must be on the curb for pickup.  Grass clippings, small tree branches, and brush are acceptable.  Individual logs must be less than 3 inches in diameter and bundled together no greater than 18 inches.  No sod, dirt, rocks, fireplace logs or trash will be accepted.  Christmas trees must be cut in half if they measure over 5 feet.  The lawn waste limit is 10 bags per week.  You may rent a 65 or 96 gallon trash can for a monthly charge to be labeled YARD WASTE ONLY.  Please do not overload the cans.  Your yard waste must be level with the top of the can.  If you use your own can, please make sure it has handles.  If the can is too heavy to lift at approximately 5 feet, it may not be picked up.  Remember that yard waste and regular household trash cannot be mixed together.

Bulk item are scheduled for quarterly pickup dates.  Bulky items are defined as those household materials that are too large to fit into your regular waste collection containers.  Examples are carpet, furniture, old bicycles, and some household construction materials.  If you have a question as to whether the item is considered “bulky”, please contact Christian Environmental for clarification at 1-636-566-8367.

Recycling pickup day is Friday of each week.  Single stream recycling allows you to mix all materials that can be recycled into one container.  As a point of reference, 50+% of your trash should be recycled.  Please see the recycling information sheet on Christian Environmental website’s home page for more information.  One 18 gallon red cycle is provided for your use.  Should you require a bigger container, please contact Christian at 1-636-566-8367.

Appliances are to be picked up separately from bulky items.  To order an appliance pick up please call Christian Environmental Customer Service at 1-636-566-8367.

Each year, bulky trash is picked up on the 3rd Monday of January, April, July, and October.

Public Works

Who do I contact if I have a collapsed sewer lateral?

If you have a collapsed sewer lateral or have been informed that you do by a contractor or the Metropolitan St. Louis Sewer District, please contact the Administration office at (314) 647-5795 or click here for information on the City’s sewer Lateral program.

Who is responsible for street repair and maintenance?

The City’s Public Works Department is responsible for all City street repair and maintenance and striping of City streets.  Street sweeping services will be provided throughout the City on an as-needed basis, or at least once a month, weather permitting.

Who is responsible for City street signs?

All City signs to include parking, speed limit, traffic, and welcome signs are maintained and replaced by our Public Works Department.  Temporary “No parking” signs may be put up if requested by the resident in the event of a block party.  To request this service, please contact the Administration Office at (314) 647-5795.

Does the City perform mosquito fogging?

Yes, fogging is done on an as needed basis and weather permitting.

Does the City perform ice and snow removal?

During snow and ice storms, the City’s Public Works Department works diligently to keep the streets clear.  It would be of great help to the City if during these storms resident’s automobiles were parked in their driveway.  The Public Works Department can do a more thorough job when they do not have to work around vehicles parked on the street.

Who is responsible for the maintenance of driveway entrances?

 

It is the property owner's responsibility to keep the sidewalks and driveway entrances adjacent to his/her property in good repair at all times.

City Center Rentals

 

How much do the rooms cost to rent?

Prices vary based on resident and non-resident status as well as which room you are renting.

Do you have a preferred caterer list?

We do but you are not required to use those who are on the list. We give you the freedom to choose who you want to cater your special event.

Can we have alcohol in the room we rent?

If you are selling alcohol you must obtain a liquor license through Shrewsbury City Hall. If you are just serving it you will not need to obtain a liquor license.

 

How do I rent a pavilion?

The Brinkop, Festival, and Wehner pavilions can be rented by calling 314-647-1003. They are available to rent April – October. Pavilions are open to rent starting the first Monday in March.Click here for more information.

How do I rent a field?

You can reserve field time by calling 314-647-1003 ext. 218. Fields are open to rent startin the first Monday in November.

Who can get a pass to the recreation center?

Both residents and non-residents can obtain passes to the recreation center. You can sign up by coming into the recreation center. If you are a resident we will pull your occupancy permit to ensure that you and those seeking a permit are indeed residents.

What does the Super Rec Pass include?

The Super Rec Pass includes the use of the aquatic center, fitness room, gymnasium, game room, use basketballs and game room equipment.

Aquatics

Do you offer daily passes?

Residents can purchase a resident ID card and pay a daily fee. Non-residents must be with a resident pass holder and pay a guest fee.

As a non- resident can I come to the Shrewsbury Aquatic Center?

You must be with a resident pass holder and pay a guest fee in order to come to the aquatic center. Passes can be purchased by a non- resident as long as a Shrewsbury resident with a valid resident pass sponsors them. In order to obtain a season pass you are required to be sponsored by a resident with a current pool pass.

Can I work as a lifeguard at the Aquatic Center?

Lifeguards are hired and trained through Midwest Pool Management. You can get more information through their website.

Does Shrewsbury have a Swim team?

How do I register for programs?

You can register at the city center or over the phone for most programs. We accept credit cards, checks, or cash. We reserve the right to cancel programs due to low enrollment. We encourage you to sign up early.

How do I register for camp?

In order to register for any camps that we offer you must fill out a registration form which can be obtained through our website or at the city center. The registration form must be filled out and turned in at the time of registration.

What are the hours of the Public Safety Building and what is the telephone number?

The Shrewsbury Public Safety Building is open Monday thru Friday, 8:30 A.M. to 5:00 P.M.  The administrative number for the police department is 314-647-5656.  To report a crime, concern or other police matter, call the East Central Dispatch Center at 314-645-3000 or, to report an emergency, call 911.

How do I file a police report?

The easiest way to make a police report about an incident that occurred in Shrewsbury is to call the East Central Dispatch Center at 314-645-3000 and request that a police report be taken.  In most cases a police officer will respond to your location (if located in Shrewsbury) to speak with you about the incident.  You may also respond to the Shrewsbury Police Department, located at 4400 Shrewsbury Avenue.

How do I obtain a copy of a police report or accident report?

How do I obtain an order of protection?

How can I recognize or comment on the performance of a police department employee?

Call the Shrewsbury Police Department at 314-647-5656 and ask to speak with the commander of the Bureau of Field Operations or an on duty supervisor.

How do I get fingerprinted?

Fingerprinting will only be done for Shrewsbury residents and only for certain purposes.  For further information, contact the Shrewsbury Police Department’s Records Unit located at 4400 Shrewsbury Avenue, telephone number 314-647-5656, between the hours of 8:30 A.M. and 5:00 P.M., Monday thru Friday.

What is the City’s false alarm policy?

Pursuant to section 240.020 of the Shrewsbury Municipal Code, all false alarms to which the Police or Fire department responds shall result in the following charge to the alarm user:

  • A warning for the first false alarm in any calendar year.

  • A twenty-five dollar service charge for the second false alarm in any calendar year.

  • A fifty dollar service charge for the third false alarm in any calendar year.

  • A one hundred dollar service charge for the fourth or any subsequent false alarm in any calendar year.

Fire Department

How do I dispose of flammable liquids or batteries?

St. Louis County holds a hazardous materials disposal event each year.  Dates will be advertised in the newspapers and on the news.  Some service stations will recycle batteries at no cost.  Batteries Plus in Yorkshire Shopping Center will recycle car and other batteries at no charge.

Does the City charge for ambulance service?

Yes.  The City charges all patients for ambulance services. Residents are only charged to the extent of insurance or Medicare or Medicaid coverage.  The remainder of the fee is waived.  Non- residents are billed for the entire cost and are pursued to collection.

May I pay my ambulance bill by credit card?

Yes.  All major cards except American Express are accepted.

What is the City’s ISO Fire rating?

Our current ISO rating is a 4.

What are the requirements for a firefighter/paramedic position?

St. Louis County requires that anyone employed as a Firefighter must attend the Fire Academy and be certified by St. Louis County within the first six months of their employment as a Firefighter.  Missouri licenses Paramedics.  Our current requirement is that candidates must possess and maintain both certification to be considered for employment with the City.

Can I apply online through your website?

Applications can be picked up in person at the Fire Department during normal office hours.

Do you have volunteer firefighters?

How do I schedule a “Ride-A-Long”?

“Ambulance Ride-alongs” are schedules through the Paramedic or EMT programs for students in training.  They are coordinated with of Department Medical Officer.  We do not have a program for individuals to “ride-along” on emergency responses.

How do I make an appointment to have an infant/child car-seat installed?

Contact the Fire Department Office at 314-645-5077 to schedule.  We have a limited number of qualified installers available,

How can I get a copy of a fire or ambulance report?

Copies can be picked up during normal business hours for a small fee based on the size of the report and the research time to retrieve and copy it.  Please call 314-645-5077 in advance to allow research and printing time.

In the event I need to be transported to the hospital, can I choose which hospital the paramedics take me to?

Yes, within medical guidelines and protocols, based on the patient’s condition.  Life-threatening conditions may dictate transport to a trauma center or a closer hospital in the best interest of the patient.

How do I obtain a report of any underground storage tanks or other hazardous spill issues on a property?

The Missouri Department of Natural resources registers and regulates underground storage tanks.  To obtain information contact the St. Louis Office at 314-416-2960.

Does your fire department offer any CPR or first-aid classes?

Yes.  To schedule a class, call 314-645-5077 during office hours.  We are also anticipating conducting CERT (Community Emergency Response Team) training in the near future.

How can I schedule a tour?

Does your department provide smoke detectors to its residents and how often do I change the batteries?

The department provides smoke detectors free to our residents and will install them at no cost. We also provide free smoke detector batteries to our residents. This is paid for by a fundraiser (Hole-in-One Contest) conducted by our personnel.

How often should batteries be changed in the smoke detectors?
We recommend changing the battery when you change your clock in Spring and Fall. Some newer detectors come equipped with a ten-year battery. Follow the manufacturer’s recommendation on your device.

Does the fire department administer flu shots and if not who does?
No. Many local medical centers, physicians and pharmacies provide this service at reasonable cost.

Can I burn leaves in my backyard?
No. Local Air Pollution Laws prohibit burning of leaves or other items without a permit.

Can I have a fire pit in my back yard for recreational purposes?
Yes. Local and state laws must be followed. No items which produce excessive smoke or hazardous vapors may be burned.

Are residents allowed to use fire hydrants for personal use?
Fire hydrants are owned by Missouri American Water, the water utility. Hydrant permits can be obtained by contacting them at 1-888-237-1333. There is a fee for the permit and water usage is metered. City ordinance prohibits tampering with Fire Hydrants.

Does the Fire Department inspect buildings and enforce building codes?
Yes. All commercial, multi-family, educational and institutional building are inspected at least twice yearly, and re-inspected to insure compliance with codes and ordinances. This keeps Shrewsbury a safe place in which to live and work.

Does the Fire Department review building plans and monitor new construction or renovations of existing building?
Yes. The Fire Department is actively involved in fire prevention and code enforcement. We review all new commercial construction and inspect the property during construction to insure that the building is built as designed within code specifications. Prior to occupancy, buildings are inspected to make sure no hazardous operations or storage is allowed where prohibited by law.

Does the department check blood pressure for residents?
Blood pressure is checked for residents as a courtesy at the Fire Department. Please call first 314-645-5077 to make sure someone is available.

Most violations are counted as moving, these usually occur when the vehicle is moving. Some of the non-moving violations are for parking, failure to register your vehicle with DOR (Department of Revenue), expired plates, expired inspection sticker and equipment violations.

Will this be a point violation on my license?
Most moving violations are two (2) points on your license unless the violation is more serious. Failure to display proof of insurance to an officer when asked is a moving violation and has a point value of four (4) points. It takes three (3) years with no other violations for the points to completely drop off.

Will my insurance be made aware of my plea of guilty?
No, the court does not report to the insurance companies only to the DOR (Department of Revenue), However, the insurance companies have access to ALL driving records.

Can I pay my violation out of Court?
Most traffic violations can be paid out of court in the violations bureau. However, once the violation is paid it is considered a plea of guilty with points assessed to your license on moving violations. The violations bureau schedule is posted at the payment window some violations are listed on the citations or by calling the court (314-647-8634x5).

What form of payment is accepted?
We accept several forms of payment, CASH (not through the mail), CHECKS, MONEY ORDERS, CASHIER’S CHECKS & CREDIT CARDS (with an additional $4.00 fee). We accept all forms of payment in person at the payment window and Checks, Money Orders & Cashier’s Checks through the mail.

How does the judge call the docket?
The Judge calls the docket alphabetically. The dockets are divided into separate dockets:
First call (the first time on the docket)
Continued (the cases that have been continued or missed court)
Compliance (the cases that will need to show insurance, registration, license or any other proof of compliance)
Trials (those who have plead NOT guilty at the arraignment)
Payment (those who owe money)
Bond Forfeiture (those who have posted bond however did not appear to answer the charges – a bond hearing is ordered)
Prisoner (for those who have been arrested and are still in custody)

Can I participate in Traffic School Program to avoid points?
You MUST appear before the Judge, while there are “Traffic School Programs” available to the public, it is strictly up to the Judge to allow any participation. In Shrewsbury, our Judge reserves “Traffic School” for the younger driver, 16-19 years old. The attendance to “Traffic School” MUST be ordered by the Judge or by the Prosecuting Attorney with the Judge’s approval.

Do you have a payment plan option?

You MUST appear before the Judge to enter your plea, then with the Judge’s permission a partial payment plan may be entered. If partial payments may be made, they must be made before 4:30pm on the day of court thus resulting in a continuance to the next month. HOWEVER, a payment MUST be made EACH month or you MUST appear before the Judge on the payment docket night (usually the 3rd Wednesday of each month). If a payment is NOT received before the designated time and you do NOT appear the Judge could order a WARRANT for your arrest. NO CONTINUANCES will be granted via telephone for any reason, the only way to continue the payment docket cases is MAKE a payment or see the JUDGE.

Can I have someone appear in court on my behalf?
On non-moving violations anyone can appear for you if you give them permission to enter a plea on your behalf.
If it is a moving violation the Judge would determine if that person can enter a plea for you (or you could give written permission for that person to enter a plea for you).

How do I get a continuance?
You can receive one (1) continuance via telephone if you are listed on the arraignment docket. All other continuances MUST be given by the Judge or the prosecuting attorney.

Can I speak to the judge before court?
No, the Judge is only allowed to speak to defendants when on the bench, however you can talk to the prosecuting attorney. The prosecuting attorney usually meets with defendants while the Judge is calling the docket in open court. Should you be in line to talk to the prosecutor when the Judge calls your name just let him know you are in line. You can choose which one to talk to. The Judge can only receive your plea of guilty or not guilty, if not guilty the case would be set for trial at a future date, while the prosecutor can listen to your explanation and make recommendations.

What can I do if my case has been placed on “Warrant” Status?

There are three (3) ways to clear a warrant.

  1. Appear at the police department, be arrested & go through the booking process, post your bond (a bond is a deposit held by the court to insure your appearance in court) and be given a new citation for FTA (Failure to Appear) with a new court date.

  2. Have an attorney enter his/her appearance to represent you. The attorney upon their written entry will be able to recall the warrant (without an arrest) and receive from the prosecuting attorney a recommendation on the case (usually to a non moving violation thus no points assessed to the operator license) with the amount of the citation agreed upon by both the prosecuting attorney & defense attorney.

  3. Let the warrant remain active and appear before the Judge on a court date as an add-on to the docket. You would be at the end of the court docket and ask the Judge to recall the warrant, & enter your plea to the violations.
